You need to specify the output, e.g.,

xrandr --output VGA-0 --panning 1920x1200

If you are using ums, you need to reserve a large enough virtual
screen for the full desktop using the Virtual directive in your
xorg.conf.  I don't know if there is an option to set the initial
panning mode other than using xrandr.

Depending on what version of the xserver and xf86-video-ati it should work.
