Essentially, there is no fixed relation. I tested the 'wacom' profile
w/my mouse and I liked it. So I'd say drivers should setup accel if
they're keen to do so, eg. to implement synaptics' pressure-sensitive
acceleration. Or wacom, if users expect it.
If some devices don't make sense w/o accel, xorg.conf.d fragments are
probably a good approach. However, ATM every(?) device gets the default
accel and threshold values assigned, and to make that approach viable
these should also be configurable via fragments, IMO. Can't be hard, but
so far I don't see such a class of devices.
Likely, it's best to wait for DE's to catch up with input developments
and improve on that.
