Not at all. There should be minutes of every meeting - especially
when motions were passed thus decisions were made.
The minutes filter out the essence of what has been discussed and
what has been agreed upon. They should list the motion, and what
the decision was.
When I was on the board I did the minute taking for a while. I 
wrote them up and circulated them to the other board members for 
approval.
This approval process makes them the relevant source of information
of what has been agreed upon.

Later on we moved from an explicite approval process to an implicite
one where board members were given the opportunity to object within
a certain period of time as it had proven difficult to get explicite
approval from everyone involved in a timely manner.
