Yeah, I also assumed that would fix the problem but unfortunately it
didn't. Maybe I can help track it down further?

FWIW,

setxkbmap -rules evdev -layout de -variant nodeadkeys

fixes the problem for me. I haven't tried but as a workaround you may
have luck when putting it in your .xinitrc.
