The best place to watch which bugs have been fixed and are planned to be
fixed for the release is with our bug for tracking release-blocking
issues:

We've recently updated this to list open bugs only if they are actually
being worked on and expected to be fixed before the release, (of course,
there's never a gurantee that we actually will be able to fix any
specific bug).
For teh two bugs you mention, I see that 19738 is on the release tracker
and is marked as fixed, but that 19873 is not on the release tracker.
Of course, if you (or anyone else) does manage to fix it before the
release, then we'll definitely include the fix! :-)
