No, because this makes the X server startup time potentially really
long.

Really, the ideal thing is to listen for the D-Bus signal that tells you
that hald is running (when it claims a particular name on the bus).

Actually, let me restate.  Really, the ideal thing is to not use HAL
anymore.  (That's my final answer, I promise.)
