compiling 32bit libraries on x86-64 system

Actually you don't need to do anything else than just add "-m32" to 
CFLAGS/CXXFLAGS/LDFLAGS.  GCC will automatically pick 32-bit libs and 
produce 32-bit binaries.  You don't need -L or --build.

At least that's how it works here.
