Having two separate methods of scrolling enabled by default sucks. 
Let's assume the default user knows that $SCROLLINGMETHOD is enabled. But the
second one is enabled too, except that the user doesn't know about it. Stuff
starts scrolling unexpectantly when they clearly haven't used $SCROLLINGMETHOD.

And if stuff happens unexpectantly, then it must be a bug. So they file a bug
and make Peter fix it. Clearly not the way to eternal happiness.
