Xedit maintainer: Paulo César Pereira de Andrade

I'm nominating Paulo César Pereira de Andrade for xedit maintainer,
since he's certainly shown far more interest in it than anyone else.

Since we've never formalized a process, I'm just going to declare
now my intent to update the MAINTAINERS file on Friday to list him
as maintainer unless anyone objects.

(Though as to the other discussion in the thread, just to be clear,
  maintainers of X.Org modules aren't allowed to change the license
  or include code under another license without approval from the
  X.Org Foundation Board.)
