sgml formatting tools

I think they must be in some different spot.  I don't know the name you use for
what I consider the top level of my xorg git archive (the sibling of xserver), I
call it xorgsrc.  Anyhow, xorgsrc/doc, even though it has directories that say
it has sgml formatting tools, when you build them they don't give you any
formatting tools.  Seeing as I see all the new docs are in the sgml format, I
have to assume that you folks have the tools in some other spot ... because I
went searching in your wiki and also using google, and couldn't find any git url
for sgml formatting tools, or even any recommeneded toolset.

I don't think you folks would use sgml unless you had tools in your tree, no
matter how much you liked them, would you?  Then, could I please get a git url
for them, so I could clone them?
