I'm not personally sure that's what he meant, so I'm going to think that
bringing up a tool called devilspie (look on google for the url), and it's a
truly great way to control everything X11-ish for startup or control. If you
can't get your GUI to control it for you, then it's very likely devilspie that
can do it for you.
