evdev-1.2.0 / hal-0.5.10 combo broken?

Any hints on writing this? I started and stopped and am about to start
again on this problem. From what I gather the first step is to load the ddx
stuff first to ensure that the conf file gets parsed before executing the
hal and dbus code. At that point, evdev should just work, but I'm sure I'm
missing plenty of further steps.
