there are users out there who would like to update a driver (since it's
not working well or because they have updated their graphics hardware)
without having to update everything else.
These people are mosly users, not developers - so they don't necessarily 
surface here - but if you try they are not too hard to find.

This of course is also a distro issue - however not exclusively.
While people can make the argument that distros should fix this themselves
I would argue that this is quite a lot to ask from an individual user.
