It's a bit of a black art really.

That's why the freedesktop releases the big list of files with known
quirks with hal-info.

I would consider using some other tool to suspend that is able to query
this database as you possibly wouldn't have had a problem otherwise....
(although it's entirely possible that the specific quirks you used are
not in the db yet!)
