Let the DDX decide on the XkbRulesDefaults.

You can if you want, but I don't really see the point.  The way drivers
do RMLVO configuration right now is to call XkbSetRulesDflts and then
XkbInitKeyboardDeviceStruct, which picks up those 'defaults'.  Awesome.

So it's just going to get stomped anyway.  Might as well not pretend
it's useful or that it is what it says on the box.

(Yes, the mythical atkins fixes this.)
