Update to build.sh

I have modified the build.sh script to more or less combine it with the
build-from-tarballs.sh script.

It will continue to look for the git repository names first, so existing
users shouldn't notice a difference.  If it fails to find the git name,
it will start looking for a compressed tarball of the component.   It
will search in this order:

module/component.tar.bz2
module/component.tar.gz
./component.tar.bz2
./component.tar.gz
