[randr-1.2] Can the framework always force crtc to the first available?

I'm trying to get the nouveau randr-1.2 driver in a better state, but
i am faced with the problem that the hardware doesn't seem to allow
using crtc1 when crtc0 is not in use, is it possible to let the
framework restrict it to the first unused crtc? (if not, could
something like this be added?)
