As long as the Require: doesn't have any real negative side effects I
dislike requiring pkg-config 0.21. This will also affect people trying
to compile the tarballs (requiring certain autotools versions won't).

Besides, I already outlined a perfectly possible solution that doesn't
have any of these drawbacks, which would also reduce the clutter in
dependencies.
