xkb keymap fails to load with modular build

Rebuild setxkbmap with
--with-xkb-config-root=/usr/local/share/X11/xkb,
--datadir=/usr/local/share or --prefix=/usr/local. Alternatively, try
passing -I /usr/local/share/X11/xkb to setxkbmap, although I don't
know if it will look there first or second.
