[ANNOUNCE] libXcomposite 0.3.2

No code changes since 0.3.1 - just adding a man page for the API.

Alan Coopersmith:
       Add libXcomposite man page (converted from protocol specs)
       man page: oops, lost Deron's credit for 0.3
       Replace static ChangeLog with dist-hook to generate from git log
       Add *~ to .gitignore to skip emacs/patch droppings
       Give more explicit warning messages if xmlto is needed but not found
       Version bump: 1.3.2
