There's a difference between 'off' and 'disconnected'. The DDC spec says
that the monitor should be able to draw enough power from the link to
power the DDC core and respond to EDID queries, even if the monitor is
unplugged.

The question here is what modes we should offer when no monitor is
present and we haven't any idea what modes a potential future monitor
will support.
