No.  The "modes" directory is missing a '..' .

So my code tree looks like this:

Code/
  xorg/
    xserver/
    xf86-video-intel/
      src/
        modes -> ../xserver/hw/xfree86/modes

Modes should be "../../xserver/hw/xfree86/modes".  The "parser" link also 
appears to be incorrect.

I configured the Intel driver with:

./configure --prefix=/usr --with-xserver-source=../xserver
