Yes, I had the same problem and fixed it by correctingv the
xkb data files.

By the way, non-XKB operation is quite broken and causes
occasional crashes too.  Isn't it time for pre-XKB code
to rest in piece?

I remember someone saying that pre-XKB support is still
needed for AIX, but when they upgrade to the latest X server
they too will need to switch because the compatibility mode
is quite unusable at this time.
