AFAIK, the source of xkeyboard-config is still on Freedesktop CVS, and
the Dutch file you may need to edit is at
http://webcvs.freedesktop.org/xkeyboard-config/xkeyboard-config/symbols/nl?view=markup
On your system it is probably at
/etc/X11/xkb/symbols/nl
The "nl" file has contacts of previous authors, so it is good to come up
with a solution that fits the needs of most Dutch users. 
Keep in mind that the first variant listed in the file is the one that
is picked up by keyboard configuration tools (such as
System/Preferences/Keyboard in GNOME). Of course, you want to provide a
solution that can be easily propagated to distributions so that
end-users will be benefited the most.
