evdev and non-pc104 keyboards

I have a dual-head setup with two japanese (jp106) keyboards.  I am 
using the evdev driver for the keyboards.

The main keyboard layout is correct but the nav keys (arrow, page*, 
home, end) do not work.  The keypad is also non-functional.

This is the same problem discussed here:

and seems to have been reported as a bug

but there is no solution in sight.

Can anyone offer any insight?  Any info I can provide, or some way to 
debug this?
