Just a quick update..

I managed to build the driver myself & fiddle with encoder register 
settings.

Setting the colour burst to happen a little earlier and for longer seems 
to have cleared up the flickering.  It's still within acceptable specs 
and is noticably better.  I'll post a patch up in a while.
