Control blocks Alt in keybindings

Hi,

I use Xorg 7.3 on a Gentoo GNU/Linux machine.  When I want to enter
keybindings involving both Control (C) and Alt (M) it seems that Control
is blocking the Alt key if I press it first.

Let's say I want to type the binding C-M-a by first pressing Control,
then Alt and then "a", it's translated to only C-a.  With xev I get the
following order:

  KP-C, KP-a, KR-a, KP-M, KR-M, KR-C

where KP is KeyPress and KR is KeyRelease.

I can type C-M-a by first pressing Alt, then Control and then "a".

I tried this with both stumpwm and twm, so it shouldn't be the window
manager stealing the keys.

I use a German Dvorak layout, but tested with

  setxkblayout "us"

too and got the same results.

Is this a bug or what can be the culprit?
