The reason it was ignored is that no-one wanted to do a separate 1.3
release, as 1.3 was effectively 1.2.1 in disguise.  I want to see 1.4.1
though, and I'll thus stick with server-1.4-branch for a while yet.
(Then again, I've been too busy with XDS to put out 1.3.99.1.  Sorry.)
