can x server dispatch input device event to a screen only?

Hi, all.

I want to use a multiheader video card to implement
multiseat. But one video device can't be operated by
two xserver and a xserver which has two screen
dispatch any input device to all screen. So I think
multiheader video card can't support multiseat unless
xserver bind screen and input device together. But can
xserver do that?
