You almost certainly don't have a proper XKB dataset available.
Have you got xkeyboard-config (aka xkbdesc) installed?

Have you set PKG_CONFIG_PATH=$destdir/lib/pkgconfig?  If so, then sounds
like some modules are just missing a couple of dependencies.
