XACE-modular merged to server-1.2-branch

Since there were no objections to the proposal to merge XACE-modular
for xserver 1.2/X11R7.2, it has now been merged to the server-1.2-branch.

[Those watching the commit list won't have seen this, since the
  git commit mail was too big and got rejected by fd.o MTA.]
