You can put your own .Xmodmap for example into your home directory or
into a global location (/etc/X11/Xmodmap) and add something like

[ -f /etc/X11/Xmodmap ] && xmodmap /etc/X11/Xmodmap 

to your Xsession. Nevertheless, these days I prefer to use the KDE
panel, which has a nice KDE Keyboard Tool that can be used to switch
between German and English keyboard with one click.
