XLeds "1 2 3" not working on xorg 7.0.18?

Is XLeds known to be broken on Xorg?

I've got in xorg.conf:

Section "InputDevice"
        Identifier      "Generic Keyboard"
        Driver          "kbd"
        Option          "CoreKeyboard"
        Option          "XLeds"         "1 2 3"
        Option          "XkbRules"      "xorg"
        Option          "XkbModel"      "pc104"

and
  xset led 3
does work (ScrollLock lights up), while
  xset led 2
doesn't.

This all on Linux 2.6.17-rc5, Debian unstable, relevant packages:
