Can't install new release X11R7.1

I've got MAIN branch from CVS in the /tmp/src directory. (tag "XORG-7_1" is absent)

I'm building modular source with command string:
PATH=/tmp/modular/bin:$PATH ./util/modular/build.sh /tmp/modular

result is:
