Sure, though as I said it seems from X's point of view everything is working
properly. It's just that the card isn't enabling the vga output.

That wasn't what seemed to be happening. When I switched Screen 0 and Screen 1
around so Screen 1 was the first Screen listed in the layout the LCD panel
switched to Screen 1. Or maybe I just managed to confuse myself.
