[ANNOUNCE] fixesproto-4.0 and compositeproto-0.3

Okay. Thanks for the info. I'm new to the process.

Also, Keith just told me today that the CVS for proto/Composite and
proto/Xfixes are no longer the master source for these modules; they are
in git. I'll put my changes into the git workspaces within the next
couple of days. If its breaking anybody's build let me know and I'll
accelerate the work.

Might I suggest that when a module is transferred to git that it be
completely removed from the CVS, or somehow disabled? I wouldn't
even have known that the master source for these modules was in
git if I hadn't been talking to Keith about another topic.
