Improving Xorg

Why wasn't the autoconf/automake X source tree arranged so that a configure/make
at the root of the tree performs a top-down build, thus automatically satisfying
the dependency ordering, and so not requiring any separate build scripts such as
xorg/util/modular/build.sh ?
