evdev driver issue

I'm using 1.0.0.5 (from the xorg7.0 release).

evdev refuses to accept my device as a mouse unless it has a relative
axis. Is that normal behaviour on part of evdev? What part of code in
evdev should I be looking at? Any pointers would be appreciated...
