Bios Initialisation for (radeon) graphic cards neccessary?

Hello,

do I understand it correctly that it is neccessary to have the bios code
on the graphic cards (lets say a radeon 7000 pci) executed so that some hardware registers can be set to be able to use it with X?

I'm really lost on the specifics here, google doesn't dig up anything usefull.
