libX11 i18n module support broken?

Hi

Looks like the current libX11 i18n module support is broken, since
xlcUTF-8 is not being built, when using "--enable-loadable-i18n".
Therefore most UTF-8 locales do not work (see
/usr/share/X11/locale/en_US.UTF-8/XI18N_OBJS) . Probably nobody found
this problem, since the i18n module support is not the
default. Without this option all UTF-8 locales seem do work.
