IIRC it was reserved for use by platforms that don't support domains?  I 
think it's still the case that most Linux platforms don't support 
domains in /proc/bus/pci, since that would have been an ABI breakage, 
but it's been awhile since I looked.  For the new stuff, reserving 
domain 0 probably isn't necessary...
