Maybe it's good to let it download the tarballs if the user 
didn't have them yet. This saves disk space on the server. 
It should be possible to run the download stage separately, 
so one can easily build an complete source distro for systems 
w/o permanent web access.

Perhaps you like to have a look at my comprehensive source 
database project (http://sourcefarm.metux.de/) - this database
records the URLs of certain package releases, which can be 
queried very easy for automated processes. I don't have an 
crawler for Xorg yet, but maybe you like to contribute one
and use the canonical URL redirector provided by the sourcefarm.
