X server's resources

Is it possible to change the X server's background colour and cursor
using Xresources? I'd like to do the equivalent of `xsetroot -solid
white -cursor left_ptr' using an .Xresources file.

I found reference to an Xcursor resource. Is this resource read by the
X server itself, or by some other utility? Is there a comprehensive
list of resources the X server itself uses?
