Does

	Option	"MigrationHeuristic" "greedy"

work around any of these issues? (the new default is "smart", another
option is "always")

If that's not it, you could see whether current xf86-video-ati
ati-6.6-branch makes any difference, or otherwise maybe try git-bisect
on the xserver exa directory.
