where do package source tarball filenames come from?

I noticed that evieext tarball is provided. But others are called 
fooproto. Why not evieproto?

I looked at saw my old configure had:

PACKAGE_NAME='EvIEExt'
PACKAGE_TARNAME='evieext'
PACKAGE_STRING='EvIEExt 

How is this PACKAGE_* defined? (I had a quick look at 
share/aclocal/xorgversion.m4.)

And what is the policy for these?

And where did the "ext" part come from when rest have "proto" as part of 
filename?
