X11R6.9/X11R7 release candidate 1 tonight

We have nearly completed the work outlined in the release plan for RC1,
and we will complete the last major pieces later today.  So, we expect
to be able to create RC1 tonight.  Once RC1 is cut, we will make an
announcement here and update the release plan wiki page.
