7.0 is modularization - 6.9 is the next monolith release.

HEAD in xorg/xc is what will become 6.9
HEAD in xorg/<everything else> is what will become 7.0

(The *.c, *.h, *.man, etc. files from xorg/xc are shared by 7.0,
  the modular trees right now are simply the new autoconf infrastructure
  files.)
