Moving files in cvs should always be done by copying (not moving) the ,v
file on the server into the new location, then cvs rming the old one (a
forced commit at the new location to note the repocopy is also
recommeneded).  If it was moved on the server, then we should repocopy
it back.  If it was cvs adminned, then we should restore from backups.
