patch for devanagaric cdac encoding

I am sending in a patch similar to

Which was accepted in xorg not so long back. 
I have had the same trouble with xorg and eamcs while
using the devanagari fonts with a cdac encoding. 

This is used by emacs to display hindi and other
indian languages. This patch should fix tamil /
kannada and a whole host of other devanagari related
languages. 

This is a sample of the fonts which creates problems
when used in emacs

Cdac fonts are used extensively by emacs.
