VT switch: DPMS vs RAC

xf86Events.c calls pScrn->DPMSSet() for each screen during a VT switch,
immediately before calling pScrn->LeaveVT().

If RAC is enabled, since RAC does not wrap pScrn->DPMSSet, this leads to
a driver-function-call without a previous xf86EnableAccess().

I don't think it's supposed to work this way, right...?
